ELECTRONIC SILO CERTIFICATES NEWS FLASH
Senwes and Afgri will only issue electronic silo certificates
from 01 February 2007 and ESC will provide a facility to convert
to paper silo certificates if required
An electronic certificate can be printed out and a copy is
auto-faxed to the owner on receipt by the register. Electronic
can be printed out in paper yet that copy is not legally
tradeable, it is a paper confirmation only. However, instances
will occur where an owner will want a legally tradeable paper
certificate.
All silo certificates will only be issued or accepted back by
Senwes and Afgri in an electronic format.
If a grain owner wants to request a tradeable paper
certificate, the certificate will first be issued in an
electronic format by the silo operator and thereafter the grain
owner will request for conversion to a legal paper certificate
through ESC. The certificate owner is to be registered with ESC
and thereafter complete a separate once-off “Paper conversion”
application form. There are no ESC charges for this conversion
from electronic to paper and later from paper to electronic
format. Once the participant is registered for paper
conversions, instructions need to be sent to ESC for a
conversion request. The converted paper certificate is merely
issued by ESC on behalf of Senwes/Afgri and the existing Silo
Operator’s terms and conditions are still applicable.
Legal paper certificates can be collected daily at ESC in
Sunninghill and on demand; ESC will send paper certificates
weekly to the Silo Operators’ Head Office for collection,
alternatively in Klerksdorp/Bethal. All ESC-issued paper
certificates must be delivered back to the ESC office in
Sunninghill for cancellation with written instructions
attached. ESC-issued paper certificates can also be converted
back to the original electronic format by delivering the
certificate back to ESC.
This applies to both Safex and non-Safex silo certificates
and effectively the function of printing and managing these
paper certificates have been transferred to ESC as Senwes and
Afgri have developed an integrated back office that focuses on
the secure electronic environment.
