CONVERTING ELECTRONIC TO PAPER SILO CERTIFICATES BROCHURE

 

The electronic grain network is here! Senwes and Afgri will only issue electronic silo certificates from 01 February 2007.  ESC however will offer the ability to obtain paper silo certificates should clients wish not to trade or own grain certificates electronically.

 

But I can print out an electronic so why a Paper Certificate? 

An electronic certificate can be printed out and a copy is auto-faxed to the owner on receipt by the register. Electronic can be printed out in paper yet that copy is not legally tradeable, it is a paper confirmation only. If the owner of an electronic certificate wants a legally tradeable paper certificate, then ESC will “lock” the electronic version and print out (Safex and non-Safex) paper certificates that are legally tradeable.

 

Does this apply to all silo operators? 

No. A silo operator can elect to use ESC to manage electronic certificates and print their own paper certificates. On launch, this applies only to Senwes and Afgri who will only deal with electronic certificates. The conversions to paper of the electronic, and delivery back of the paper certificates, will be handled by ESC on behalf of Senwes and Afgri.

 

I am happy with the paper certificate system, why should I register with ESC? 

Senwes and Afgri will only manage electronic certificates and paper will be managed on their behalf by ESC to be able to continue to provide this paper certificate service. The electronic option is more secure and safe; the transactions are immediate without the time based delays of paper, thus eliminating couriers and courier costs.  There is a reduced risk of fraud, improved deliveries onto and off Safex and owners having access to their certificates from anywhere at anytime.

 

I am not registered with ESC; will I be able to receive a certificate from Senwes/Afgri?

Yes, however your certificates will only be issued in an electronic format by Senwes/Afgri as from 01 February 2007.  You will not have access to trade with your electronic certificate until you have registered with ESC. If you wish to have paper, then ESC will manage a conversion to a paper certificate (which will be printed at the ESC offices).

 

What proof will I have that Afgri/Senwes has issued an electronic certificate to me?
Grain owners registered with ESC will receive an automatic faxed paper confirmation on issue of electronic certificates.  The faxed confirmation will contain a copy of the non-tradeable electronic certificate; although not legally tradeable the hardcopy will indicate the same information as expected on a normal paper certificate.

 

How will I transact with my electronic certificates if I do not have internet access?

You have the option to trade telephonically, via brokers or the silo owners’ administration systems. The new Teletrade service means that all you need is a cell phone to manage your electronic certificates.

 

I am not comfortable to deal electronically, and despite couriers, risks and cumbersome paper, how do I obtain a Senwes/Afgri paper certificate if I want one?
If a grain owner requests a tradeable paper certificate, the certificate will first be issued in an electronic format by the silo operator and thereafter the legal paper certificate will be materialised (converted to paper) by ESC on request only. 

 

How do I convert my electronic certificate to a legal paper certificate?

The certificate owner must contact ESC on (011) 797 5591/7.  Paper conversions are only possible if the certificate owner is registered with ESC and then completing a once-off “Paper conversion” application form (on the web or call our call centre).  Thereafter Afgri and Senwes will issue all certificates electronically and you may instruct ESC to convert the same to a paper certificate.

 

 

 

 

Where do I collect an ESC-issued paper certificate?

Legal paper certificates will be available daily for collection at ESC in Sunninghill.  ESC also batch delivers paper certificates weekly to the Senwes and Afgri head office, alternatively in Klerksdorp/Bethal for collection.

 

When can I pick up the requested converted paper certificate?

If conversion is requested before 12H00 the certificate will be available the next day for collection after 12H00.  If conversion is requested after 12H00 the certificate will only be available for collection after 2 days. ESC delivers certificates to Afgri/Senwes every Friday afternoon for collection/on-distribution on the Monday. A request for conversion is to be received by Wednesday 12H00 to be included in the Friday delivery.

 

What is the difference between the ESC-issued paper certificate and the original Afgri/Senwes paper certificate?

The paper certificate is merely issued by ESC on behalf of Senwes/Afgri and both silo operators’ current terms and conditions are still applicable to that silo operator.  The paper certificate is traded in the same manner as in the past, by completing the transfer record on the paper certificate.

 

How do I split/cancel or request delivery of my ESC-issued paper certificate?

The original paper certificate must be delivered to the ESC office in Sunninghill with written split/cancellation or delivery instructions.

 

How do I keep track of my electronic certificates converted to paper?

A printer icon will appear next to the electronic certificate number in the “My Certificates” section of the users register, indicating that these certificates are “locked” (non-tradeable) in the electronic format.  The user will not be able to request an audit trail or any reports on the paper certificates in the market.

 

Can I convert my paper certificate back to the electronic format?

Yes, by delivering the original paper certificate with written instructions back to the ESC office in Sunninghill.  ESC will unlock the electronic certificate which will become tradeable again or ESC will deliver these back (electronically) to the silo operator. 

 

What will happen to Afgri/Senwes paper certificates issued prior to 01 February 2007?

All the original paper Afgri/Senwes certificates issued prior to 01 February 2007 will need to be delivered to the Afgri/Senwes head office with instructions in the existing historic way.  ESC will only manage paper certificates issued from 01 February 2007.  The silo operator cannot cancel any ESC-issued paper certificates.

 

Is there an ESC cost charged to convert from electronic to paper or back from paper to electronic?
